The East Coast of the United States was hit by a powerful blow of extreme weather. Torrential rains in a couple of hours led to flooding, transportation collapse and the introduction of a state of emergency in several areas of New York City and New Jersey.
The National Weather Service issued an emergency flash flood warning for all five boroughs of New York City. "Flooding can be deadly and often occurs suddenly. Streets, basements and below-grade spaces can fill with water in minutes. If you live in a basement or low-lying area, be prepared to move to higher ground," the New York City Office of Emergency Management advised residents. Central Park received 55 mm (just over 2 inches) of rain in one hour - the second-heaviest amount on record.

Subway stations were flooded, service on the 1, 2, 3, M and R lines was temporarily suspended, causing significant delays. Inside the 23rd Street station, water burst from a grate in the floor and quickly flooded the entire station. Water also entered subway cars while passengers were inside. Videos posted on social media showed subway stairwells turning into waterfalls. Several major highways were also closed, including the Bronx River Parkway, Saw Mill River Parkway and the Cross Bronx Expressway.

In New Jersey, Governor Phil Murphy declared a state of emergency after streets and homes were flooded in Scotch Plains, Somerset, North Plainfield and Roselle Park. In North Plainfield, multiple rescues were reported as cars were swept away by the floodwaters.
Westchester County Executive Ken Jenkins said the flooding happened "very, very quickly" and the county received multiple 911 calls. In Scotch Plains, Park Avenue was completely submerged. A rescue crew used a front-end loader to pull people trapped in floodwaters to safety.
Across northern Connecticut, personal vehicles and emergency vehicles were overturned in the cities of Somerville and Plainville. A flood warning was also issued for Fairfield County.

Airports were also severely damaged. JFK, LaGuardia, Newark and Reagan all had restrictions on departures and landings, causing hundreds of flight delays and cancellations.
Forecasters predicted heavy rainfall would continue through the end of the week, with up to 70 mm (almost 3 inches) of rain expected in some places per hour.
