In a one page website, each menu item is linked to the relevant section like about menu item will be linked to the about section.

when you create a new page you can also enable the divi side navigation with single dots. when you click on dots it will take you to the different sections that are relevant.

You need to add the menu anchor links and then assign each section a unique id to make the menu items working and then one page website would be ready to use.

It would be one page website with one page menu.
