Work in the agricultural field and build the room#

Elias and Sajid are two serfs and they work as a partnership for the owner of the land. They are also engaged in farming and animal husbandry in the field and decided to build a room for the owner of the land to rest and store his agricultural tools.
They send a report against them to the Department of Agricultural Jihad in the Department of Land Affairs, and the Department of Land Affairs issues an order to stop their work, and follows up through legal authorities. They are also worried about its destruction.
