In July 1991, after more than a decade of negotiations, US President George Bush and General Secretary of the USSR Mikhail Gorbachev would sign the historic Strategic Arms Reduction Treaty (START) committing either Superpower to a meticulous process of disarmament. A significant landmark towards the end of the Cold War, START would see an 80% reduction of strategic nuclear weapons by the time of full implementation in 2001. It remains one of the most successful arms control agreements in history.

After the official signing on 31 July 1991, Bush and Gorbachev would hold a joint press conference further committing to co-operation amidst several major escalating disputes including Yugoslavia, Israel-Palestine and the remnants of the Gulf War. This recent digitisation by the ITN Archive is presented unedited, as a series of “cutaways” by our cameraman Mike Roe, accounting for occasional cuts in the sound and picture. Further amplified by overt microphone and translation issues throughout.

A little over two weeks later, communist hardliners would mount the August Coup against Gorbachev, further advancing the dissolution of the Soviet Union.
