Optima Lake, or what should be a lake, is located in the panhandle of Oklahoma. It's the biggest disaster the Army Corps of Engineers has ever been a part of. The actual lake never came to fruition. 46.1 million dollars was spent when this project was "completed" in 1978. The lake was supposed to contain 618,500 feet of water but never had more than 5% of that capacity.
