Context transition in dax happens during the row context. Calculate in Power BI performs two tasks. First task is, it can add , remove or delete the filter context. Secondly, it performs the context transition. It generates the equivalent filter context.

Calclulate only generate the equivalent filter context whenever we call it during the row context. For example when we call it during the calculated column, it performs context transition.
