I farmed so many Power Waters for this fight! Noa had 999 base str and it increases with her gear, but it doesn't show beyond the max. Lapis is usually fought near the end of the game because he is technically a "super boss," but Mt. Dhini is the best place to get Power Waters and Swift Waters.
