Here is a wee bit of an FAQ.

I really don't care who you would prefer as either parent. France wasn't even supposed to be in the video, he just snuck in due to there being a real shortage of Canada and England pictures. I made the video for me. No one else. I just thought other people might like to see it. I don't care how you personally picture things.

For another, Arthur was intended to be the "mom".
Okay? Why? I'm going to give you the reasons behind why I did it the way I did.
Because I don't really picture France as being part of the "Family" for what happened in the real world. No, I'm not hating on him. I really like France, he's hilarious and can be really sweet. He's a good character and I like him. Like I said, he just snuck in.

To sum things up real nicely, in real history, at the end of the war that both Britain and France fought to the end, France tried selling Canada because they just didn't want it anymore, going so far as to call it a "barren wasteland of rocks and snow" because they didn't think it was worth it anymore. In the end, they surrendered and GAVE Canada to Britain. And no, it wasn't for the better of Canada. It was because France for one; couldn't afford to keep fighting for it, and two; just didn't want it anymore because it wasn't gaining them anything.

He's kind of like that father that left on a cold christmas eve to get some more milk but never returned and then 17 years later you find out he's got a whole family with a Spanish chick and he doesn't even know your name anymore.

Anyway, a lot of people don't know the actually history because Hetalia makes it all look really pretty and being Canadian, I really don't like how pretty that relationship looks in the story. Canada and France hated each other for a long time and it wasn't just because we were British.
