A 31-member Joint Parliamentary Committee (JPC), chaired by BJP’s P. P. Chaudhary, has been tasked with examining the 129th Constitution Amendment Bill, popularly known as the 'One Nation, One Election' bill. This legislation aims to amend the Constitution to synchronize elections for the Lok Sabha and State Assemblies.

The committee comprises prominent leaders from across the political spectrum, including BJP's Anurag Thakur, Bansuri Swaraj, and Sambit Patra; Congress' Priyanka Gandhi and Manish Tewari; NCP’s Supriya Sule; TMC’s Kalyan Banerjee; Samajwadi Party’s Dharmendra Yadav; and DMK’s T. M. Selvaganapathi.

What is a JPC?
A Joint Parliamentary Committee is an ad-hoc panel formed to examine a specific bill or subject. Its composition, duration, and terms of reference are decided by Parliament. Typically, JPCs have 31 members, with 21 from the Lok Sabha and the remainder from the Rajya Sabha. They are expected to submit a report within 90 days, though extensions are possible.

JPCs have historically investigated critical and controversial issues such as the Bofors scandal, the 2G spectrum allocation, and the safety standards for soft drinks. In 2024, a similar 31-member committee was formed to review the Waqf (Amendment) Bill.

How Effective Are JPCs?
While JPCs play a vital role in legislative scrutiny, they lack enforcement powers. The government is not obligated to act on their recommendations, though it must report follow-up actions in Parliament. These reports can trigger discussions and hold the government accountable.

As this JPC embarks on its review of the 'One Nation, One Election' bill, it brings together voices from diverse political ideologies, shaping the debate on a transformative proposal for India’s electoral system.
