In response to an invitation by the Consejo Nacional Electoral and the Ministerio de Relaciones Exteriores, the High Representative / Vice President of the European Commission Kaja Kallas has decided to deploy an EU Election Observation Mission (EOM) to observe the General Elections in Ecuador on 9 February 2025. The High Representative has appointed Gabriel Mato, Member of the European Parliament, as Chief Observer.The European Union Election Observation Mission has been present in Ecuador since 28 December 2024. The EU EOM is composed by different groups of observers. The Core Team consists of 10 election experts who arrived on 28 December 2024 and are based in the capital city, Quito. A group of 38 Long-Term Observers (LTOs) joined the mission in the first week of January 2025 and were deployed across the country after few days of training. Few weeks later, an additional group of around 40 Short-Term Observers (STOs) joined the teams of LTOs reinforcing the presence of the #EUEOM on election day. The EU EOM deployed 106 observers from 25 EU Member States, Norway and Canada across the country to assess the entire electoral process against international obligations and commitments for democratic elections as well as the laws of Ecuador. On 9 February, they observed in 480 polling stations in 23 provinces. A delegation from the European Parliament, headed by Nacho Sánchez Amor, MEP, also joined the mission. The EU EOM will remain in the country until the completion of the electoral process. In line with the EU methodology on election observation, the mission issues a preliminary statement and holds a press conference after each election day. A final report, including recommendations for future electoral processes, will be presented and shared with stakeholders after the finalisation of the entire electoral process.
