As the note on the rock implies, you need to hear the strike of the shishi-odoshi (the bamboo thing in the middle of the lake) once before ringing each bell. There is a cut in this video because I failed the puzzle one time for missing the timing of the sound, but I didn't know it at the time I posted this video, so I thought I had just rang the wrong bell.

This is a simple video without commentary showing where to find the Agura no Hotei-sama item and how to solve the Crimson Water puzzle on the "Story" puzzle difficulty (the solution should be the same for all difficulties), both of which can only be done on New Game+.
