Psalm 147: The Basis for Praising God
Psalm 147 urges praise based on God's character and His specific works, emphasizing that the center of praise should be God's character and works, not our emotions or state.
The character and works of God that Psalm 147 presents as the basis for praise can be divided into three main parts:
1. The Good God: Sovereign Ruler Who Restores and Heals
God is worthy of praise because He is good, raising up His broken and brokenhearted people.

Works of Restoration and Rebuilding: The Lord builds up Jerusalem and gathers the dispersed of Israel who were scattered as captives. This goes beyond mere reconstruction of buildings; it is an act of raising up the community of people again and giving them blessing and peace.
Detailed Healing and Comfort: God heals the brokenhearted and binds up their wounds. This shows that He is not only concerned with external rebuilding but also personally heals the broken hearts and wounded emotions within. God is a meticulous healer who gathers the scattered and heals the broken hearts.
Righteous Rule: God upholds the humble and casts the wicked down to the ground as a righteous ruler. God's rule is not on the side of the powerful but on the side of the humble.

2. God the Creator: Cosmic Rule and Detailed Provision
God is the great ruler who governs the entire created world and at the same time cares for even the smallest life.

Greatness and Infinite Wisdom: God is great and abundant in strength; His understanding is infinite. God counts the number of the stars and calls them all by name, ruling over the entire created order. Because He is the One who rules over the stars of the universe, He knows and rules over every moment of our lives.
Provider of All Things: God covers the heavens with clouds, prepares rain for the earth, makes grass grow on the mountains, and extends His meticulous love by giving food to the beasts and to the young ravens that cry.
What God Delights In: God does not delight in human strength (the strength of horses or the swiftness of legs) but delights in those who fear Him and in those who hope in His lovingkindness. Praise corrects our value system from worldly power and achievement to reverence and hope before God.

3. God Who Rules by His Word: Grace of Salvation and Revelation
God is praised because He rules over all creation by His word and specially relates to His people through that word.

Absolute Power of the Word: God sends His command to the earth; His word runs very swiftly. This word governs even natural phenomena such as snow, frost, hail, and cold, and He sends out His word and melts them, making the water flow. It shows that all of nature does not move by chance but is under God's rule.
Grace of Special Revelation: The most amazing basis for praise is the grace that God declares His word to Jacob and shows His statutes and ordinances to Israel. The psalmist emphasizes that God has not dealt thus with any other nation, confessing that the grace of giving His word is the climax of praise. Giving the word is not simply conveying information but means that God reveals Himself and establishes a covenant with His people.
