The Odisha government has introduced new rules for minor mineral resources. As per the latest guidelines issued by the Steel & Mines Department, mining leases for minor minerals like sand and stone will now be allotted through an e-lottery system, replacing the earlier auction process.

The new policy aims to ensure transparency, prevent illegal mining, and regulate mineral management effectively. Sand and stone will be available based on MSP rates, with strict limits on the number of mining leases an individual can hold.

One person can hold a maximum of 5 mining leases across the state and up to 3 leases at the district level. Minimum guaranteed production norms have also been fixed for mine owners.
