I had no end of problems trying to work out what on earth to do on this stage. After getting some rough translations of what is being said, it turns out you're supposed to find Rindaman down by the riverside and fight him. To get to the riverside you need to be on the right hand side of the road as you look at where the road goes over into a bridge. Run to the end and go down the underpass. Once you're through turn right up the steps, that brings you to where you need to go.
