Though not finished until 1949, "The Columbia: America's Greatest Power Stream" originated in the Great Depression and the New Deal construction of Bonneville and Grand Coulee dams. The film features footage of Grand Coulee Dam construction, American Indian peoples fishing at Celilo Falls, and the 1948 Vanport flood.

The Bonneville Power Administration (BPA) hired Woody Guthrie in 1941 to compose the music. Guthrie wrote 26 songs and earned $266.66, which Stephen Kahn, the producer and writer for this film, called the best money the Department of Interior ever spent. One of those songs "Roll On, Columbia" became the Washington State folk song. Completed when the Cold War's red-baiting mutated Guthrie's odes to the people and the New Deal's calls for public power into communist plots, the film was filed away in the BPA's Portland office for later generations to discover and appreciate.
