Despite all the aid Maryland received after the collapse of the Francis Scott Key Bridge, there was never a presidential disaster declaration. Here's why. The president of the United States typically issues major disaster declarations after natural catastrophes, like hurricanes or tornadoes. But the declarations have also been issued following the Oklahoma City bombing, the Sept. 11, 2001, terrorist attacks, and most recently, during the COVID-19 pandemic. In each instance, federal resources poured into the affected area, helping people with temporary housing, loans, counseling and legal services -- and helping the community rebuild. In the hours and days after the bridge collapse, federal agencies descended on the Baltimore area. But unlike other U.S. disasters, Gov. Wes Moore decided not to request a presidential disaster declaration.
