My BEST TACO de Lengua in Southern California is from La Takiza in Vista California.
Here they cook the beef tongue meat low and slow for 3-4 hours. Then they finish it off in the steamer before slicing it thick and juicy! It's like a tongue steak! It's all about the technique. There's only one thing, you need to prepare it with onions, cilantro, lime, a little bit of salt and salsa. THE GREEN SALSA!
