Here are my measurements:
Bust: 32 in (81cm)
Waist: 25 in (63.5cm)
Around the shoulder & arms: 37.4 in (95cm)
Upper bust to the waist: 9.8 in (25cm)
Height: 5'6 (168cm)

Here are the details of the my pattern drafted based on my measurements:
*Seam Allowance: 0.78 in (2cm)
Top rectangle width: 24 in (60cm) + Seam Allowance
Top rectangle length: 9.8 in (25cm) + Seam Allowance
Ruffle: 37.4 in (95cm)
First tier of the skirt: 62.5 in (158.7cm) * 12.9 in (33cm)
Second tier of the skirt: 75 in (190.5cm) * 10.32 in (26.4cm)
Third tier of the skirt: 112.5 in (285.7cm) * 10.32 in (26.4)
