A week after the debate, Bruce and Selina come to the hospital to visit Harvey who is still recovering from having half of his face burned off after winning in an landslide due to his main opponent having been killed on live TV. However, as Selina leaves, refusing to see Harvey's scarred face, Bruce enters on his own and quickly discovers that Harvey is still bandaged but is enraged by his own inability to stop Oswald from nearly killing him. As He vents his fears and frustrations, two men notice an bat-shaped light beam being shot into the sky with Bruce deducing that someone is trying to get Batman's attention and leaving. Eventually, he reaches GCPD's rooftop and discovers that the signal was sent out by Gordon as new method of summoning him and that Renee Montoya needs help as in an effort to redeem herself for killing Falcone, she went rogue and is planning to stop an handover of chemicals conducted by Children of Arkham on her own. In addition to that, Harvey, who just left the hospital, is attacked by more of their members. While there, Bruce also meets up with Wayne Enterprises' chairwoman Regina Zellerbach who informs him that he has been ousted from the position of the CEO in his family's company and that Oswald, who used his ties to Children of Arkham to clean up his public record, will replace him with Bruce set to publically resign the following day. Despite receiving such news, he is able to maintain his composure and return to Batcave where he finds out that City Hall is also possibly under surveillance, prompting him to head there to warn Harvey, only to find him in the middle of crisis as he finally got to see how severely his face was injured, causing him to start showing first signs of personality fracture. As Harvey leaves to get his official portrait taken, Bruce notices the day's newspaper whose headline reveals that Vicki Vale secured an interview with mysterious masked leader of Children of Arkham whose message was played by Oswald during the debate and, hoping that she'll be able to reveal more about the mysterious figure, arranges to meet her as Batman in Cobblepot Park. Despite Vicki resisting, Batman is able to force her to reveal that the interview was allegedly conducted within an monorail depot. Upon getting there, Batman quickly discovers that it is group's staging ground for an terror attack that would involve converting an monorail cart to spray improved psychoactive drug at one of the system's busiest stations. Just then, multiple group members arrive, accompanied by suited up Selina and their mysterious leader. Following morning, Harvey visits Selina and upon seeing Bruce, assumes that him and Selina are having an affair, prompting him to attack them both as his second personality manifests with Bruce managing to subdue him, prompting him to leave. With his resignation speech set to start soon, Bruce decides to heed Selina's advice and publically expose Oswald as member of Children of Arkham, but as he speaks, he is dragged off the podium by security as his attempt to expose Oswald backfires and is framed as outburst. As he watches Oswald accept his new position, Bruce is approached by Vicki Vale who drugs him with psychoactive agent before revealing the truth; She is the founder and leader of Children of Arkham who operates under the mask and name of Lady Arkham. Intent on burying Waynes' already tarnished legacy for good, she uses Bruce's drug-induced lack of inhibition to goad him into attacking Oswald with Bruce, despite trying to resist, rushing towards the podium...
