There's a tonne of cheap 35mm SLRs from the 70s and 80s. I think the best option on a budget is the Olympus OM10. Essentially a cheap consumer grade 35mm camera which works with over 50 professional level lenses from Olympus.

It's easy enough to use if you're new to film photography, but powerful enough for an experienced user too.
