How do I change the background color of an image?

I have a caricature of myself that I’d like to make into a t-shirt. It’s a simple black-and-white line sketch. The background is white, but I’d like to change it into a different color. The image is a jpeg.

The finished product I’m envisioning would be the black line art (caricature) on a color background, with the main shirt a different color. Something like the Batman costume from the 1960s TV show – the main costume is gray, with a black bat on an oval yellow background. Except for the fact that the Batman logo is a solid black freeform design in the shape of a bat and my caricature is simple linework, it’s the same concept.

The only program I’m familiar with is Paint, but I can’t seem to do what I want there.

How can I change the background on my sketch from white to something else?
