Windsor’s largest housing project in decades is finally moving forward - but the deal that unlocked it raises a much bigger question for the entire North Bay.

The 59-acre Quail Acres project (301 homes) was stalled for years in a battle between the developer, Redwood Equities, and the Windsor Unified School District. The district wanted a school site, the developer wanted more housing lots, and the Town of Windsor was caught in the middle.

Now there’s a deal: Redwood Equities will pay WUSD $3.75 million. That means no school on-site, 60 more homes for the developer, and funds for the district to look elsewhere.

But Windsor schools are already crowded with portables, Santa Rosa schools are losing students, and the vacant Windsor Creek Elementary site is being eyed for 300+ apartments.

So here’s the dilemma facing Windsor — and the whole North Bay: Do you slow housing until schools catch up, or build homes and hope the system adjusts?
