Undercover Cops is a beat em' up from IREM, in particular from several of the same developers who went on to make Metal Slug. You might be able to tell since the pixel work is so good (as is the soundtrack). The game itself is pretty good too, just make sure to avoid the World version. They removed a bunch of attacks and made lots of other needless changes, so it's best to stick with the Japanese version.
