1. Climate.
New York has four distinct seasons, winter is cold but pretty, spring is wet, summer is hot and sticky, and Autumn is mild and beautiful and therefore probably the best time to visit.
L.A. has a Mediterranean Climate which means that it is generally mild all year round, getting a bit warmer in summer and a bit colder in winter, making L.A. a great place to visit all year round.

2. Dangerous Phenomenon.
When it comes to dangerous phenomena L.A. is definitely the worst, sure, New York may get the odd crazy snowstorm but it's really nothing compared to the earthquakes, wildfires, droughts, storms, floods, and landslides experienced in Los Angeles.

3. Safety.
Neither city is as dangerous as you may have been led to believe, and in general, if you stay out of more troublesome areas such as West Adams and Skid Row in L.A. and Hunt's Point and Brownsville in New York and avoid acting like an idiot, you should be okay, However, Statistically speaking (and statistics should always be taken with a grain of salt) L.A. is worse and has a higher violent crime rate.

4. Transport.
In L.A. things are more spread out, so traffic, even though horrendous, isn't as bad as it is in New York, however, New York is more compact and everything is closer together so you can easily walk, bike, or get a subway to anywhere you want to go and therefore never actually have to experience that traffic.
The subway and public transport system in general in L.A. isn't as good as it is in New York so you'll probably end up needing a car and therefore will have to experience L.A's famous "Carmageddon"

5. Lifestyle.
Santa Monica Pier, Venice Beach Boardwalk, Surf, Sea, and Sun!
L.A has a relaxed and casual lifestyle.
New York has a hustle and bustle, work hard, play hard atmosphere. If your vacation is about seeing as much as you can, as soon as you can, then the New York lifestyle is the winner, but, if your holiday is about seeing the sites, relaxing, getting away from it all, and, well, basically having a holiday, then L.A. is the clear winner.

6. Price.
Firstly, both cities are crazy expensive! even compared to other US cities, for example, a loaf of bread in Memphis, Tennessee on average, will cost around 2 dollars and 17 cents, in L.A. it's $3,72 and in New York, it's $3,96!
A McMeal combo meal in Memphis costs around $7,75, L.A. $9,00, and New York $10!
and a seat at the cinema in Memphis, $12, in L.A. $15 and in New York $18.
Both cities are expensive, but New York is the worst.

Conclusions.
New York is safer, has a wider variety of food, is easier to travel about in, and you probably won't have to hide under a table.
L.A. has better weather, is more relaxed, cheaper, and for sightseeing, has slightly more variety, so, for a vacation, Los Angeles is best.
