Who is Marvel's "Tarn the Uncaring?" Hybrid "Mutant god"

From his existence stemming from Annihilation's Amenthi daemon and Arakko mutant hybridization program, gaining notoriety and the praise of his "Locus Vile" followers due to his mutant ability to manipulate the genes and superpowers of other mutants, becoming infamous to the citizens of Arakko and Amenth because of his sadistic personality, acquiring a seat on the "Great Ring of Arakko" after the "X of Swords" tournament just out of spite, having a disdain for Krakoa and Mister Sinister after he and his followers' DNA was taken by a Mister Sinister clone, dueling with the new Regent of Arakko on Mars named Storm Ororo Munroe in the "Circle Perilous" after she insisted on him having consequences for deceiving the Great Ring members, to his celebration in victory over the mutant Vulcan being cut short by the cunningly powerful Magneto; Let's take a look at this unique Marvel Arakkii supervillain, and the self-proclaimed "mutant god" of Arakko.
