Synopsis:
Article 76 of the Law of the Sea Treaty provides a mechanism whereby a coastal state can extend its sovereign rights over the resources of the seafloor and subsurface far beyond the 200 nautical mile Exclusive Economic Zone if certain geological and morphological criteria are met. To establish whether a coastal state is entitled to this "extended continental shelf" a coastal state must map the seafloor and the subsurface. Despite the fact that the U.S. has not yet acceded to the Treaty, the U.S. treats most of the Treaty as customary international law and, since 2003, has charged the Center of Coastal Mapping at the University of New Hampshire to carry out the mapping necessary to establish the limits of a U.S. extended continental shelf.

Larry Mayer is a professor and the Director of the School for Marine Science and Ocean Engineering and the Center for Coastal and Ocean Mapping at the University of New Hampshire. He graduated magna cum laude with an Honors degree in Geology from the University of Rhode Island in 1973 and received a Ph.D. from the Scripps Institution of Oceanography in Marine Geophysics in 1979.
