Assassin's Creed II Stuttering Problem

I have this problem in the game with my new pc. Framerate is between 56-59 constantly and sometimes going to 60, which is max in this game. But the game is not smooth at all. It is stuttering everywhere and doesn't feel like 60 fps. You can clearly see some stuttering in this video but unfortunately the video doesn't capture it fully. It's actually even worse than in the video.


I tried the following things to solve this:

-lowering the graphics settings
-disabling background apps
-changing cpu affinity
-changing priority in task manager
-disabling Aorus graphics engine
-reinstalling graphics drivers
-trying the game in different compatibility modes (such as Windows 8, Windows 7 etc.)
-disabling fullscreen optimizations
-verifying game files
-disabling all overlays (uplay, geforce experience etc.)
-changing Nvidia control panel settings
-running the game as administrator
-using a different mouse
-changing monitor refresh rate from 144 hz to 60 hz (it gave a minor improvement but still stuttering really bad. Plus it made the game's colors look a lot worse.)

But no matter what I do, the game just keeps stuttering like this. I have not been able to find a solution anywhere.

CPU: Amd Ryzen 7 3700x
RAM: 32gb
PSU: 750 w
Monitor: Benq Zowie XL2411P 144hz e-sports monitor
OS: Windows 10 home 64-bit
Hard drives: 1 Seagate Firecuda hybrid drive (2tb) and 1 Intel SSD (1tb).
