In This Video Ami Ganatra Talk About Why Bali was at fault, Once Bali was challenged by a Rakshasa and the fight would only end when one of the fighter would die. While fighting they entre a big cave. After a while Sugreeva, who was waiting outside hears Vali's scream n he saw blood flowing towards him. He assumed that Rakshasa had beat His brother bali. He thought “bali is stronger than me, if he couldn't beat the Rakshasa then its impossible for me to beat him either”. So to save his kingdom Sugreeva kept a big boulder to block the opening of the cave. Thinking that Rakshasa wouldn't be able to come out.

But after few days bali showed up alive and he attacked his younger brother thinking Sugreeva wanted to beat him (he had blocked the cave with big boulder). Sugreeva tried to explain. But Bali don't listen and he almost beat Sugreeva and then forcefully married his wife as well.

He should have listened to Sugreeva’s side story since he wasn't just a brother but also was a king. He dint do it.He forcefully married his brother's wife. That's seriously wrong.
So Rama did gave him a chance which he refused by rejecting of reconciliation with his brother. Rama knew that Its almost impossible to win against Vali in direct match. If its a human then its absolutely wrong to shot from back. But Vali was a Vanara means he was not a Human. So Rama decided to stay behind and beat Bali while he fought with Sugreeva.

So since Bali was not Human, Rama decide to shot him from behind (That's how you hunt an wild animal). He made Sugreeva wear a flower mala so he could distinguish the brothers. And an arrow from Rama's bow beat Bali.
