The factory operated without a fire NOC and no official safety audit was conducted. Fire DG Nagi Reddy admitted the factory did not fall under Section 13 of the Fire Act, meaning no fire department permission was required. The building, dating back to 1989, lacked proper fire safety records. Rescue operations are ongoing, with 143 people reported present during the blast, of which only 58 have been identified.
