A 'condition-based' transition plan.
What are some of the necessary preparations... and how are they coming along?

For South Korea to exercise OPCON, the most important condition would be that the country is able to defend itself in the event of war -- it has to have a strong enough defense capability.
And that's why the military is working to complete its three-pillar defense system by the early 2020s.

The Kill Chain aims to pre-emptively identify and strike key enemy facilities before a missile is launched... while the Korea Air Missile Defense, or KAMD, intercepts enemy missiles before they can hit their targets.
The Korea Massive Punishment and Retaliation, or KMPR, targets the regime's leadership and military headquarters... to retaliate against Pyongyang's nuclear weapons.
We've still got a couple more years to see the progress on this system, but there are views that South Korea lacks the reconnaissance equipment to spy on North Korea's movements,... and the strategies to effectively tie the systems together and make use of them.
Also, South Korea and the U.S. need to draw up a new scheme to run the combined forces.
It's certain that a South Korean general will serve as the commander, and an American general as a deputy commander,... but how the rest of the Combined Forces Command would be organized isn't settled.
Seoul pushed for a deal on that last October, but no agreement was made.
