Cold air was leaking past the weatherstrip that came with the door. The solution was to try out a self-adhearing strip of foam. They are widely available:

All that was needed was to trim away the old weatherstripping and apply the new weather strip that was cut to length. This is a cost effective solution. Time will tell how it holds up.
