first of all you need to go to the official site of wordpress that is www.wordpress.org
then select the theme as you wish and download it ,unzip this file and paste to C:\xampp\htdocs\testingsite\wp-content\themes
then go the wordpress site admin dashboard and go the appearance and go the theme you see your downloaded theme is see here click on activate button to activate it.
