Hometown Hero Challenge Rules:
1) Play on Legend Difficulty
2) Only offer scholarships to recruits from your school's state
3) Must cut at least 3 players each offseason that aren't from your school's state

You may keep any walk on players from out-of-state in order to fill your roster. But eventually, they must be cut once all out-of-state scholarship players are gone.
