Usually for your first FedEx route acquisition, you want things to be running well and not try to do 'turnarounds.' The one big exception recently though is buying routes with poor safety records. FedEx penalizes unsafe contractors, and rewards safe contractors to such a degree that some routes I've seen could have 20-30% profitability swing if they are currently unsafe and make the full recovery to being considered safe.

There's multiple ways to address safety, but the 2 most important things to understand are:

1) Safety is a BYPRODUCT of well run companies.

2) Safety can't be 'solved' by addressing it head on like telling drivers to 'slow down' or to 'remember to use their headlights at night' (that was literally said at a safety meeting I sat in on).

NOTE: There's no such thing as a perfectly 'safe' transportation company. It will always be inherently dangerous to varying degrees. Good operations (and some luck) help shift the odds in our favor.

This is a complex issue, but as an example, drivers have safety problems when they:
a) Don't have enough time to deliver everything, and
b) Are physically exhausted.

Therefore, one of the easiest ways to solve for safety is to simply add another route (eg hire another driver, buy another truck). Contractors don't like to do this because it causes a near term drop in profitability. Also, adding another route doesn't guarantee that safety will increase. But if safety DOES improve (which it likely will), then the bonuses that could be had can potentially offset all the additional expense of having the additional route.
