Update: Both overheads and the low from Torr Stance become punishable on flawless block, and the mid becomes -7 on flawless block, so punishable by Li Mei, Liu Kang, & Kung Lao but barely safe against everyone else where it was plus normally. Fortunately these moves have such a large range of frame possibilities that flawless blocking them during mix will be very difficult and risky. I do not expect to see people flawless blocking these moves regularly.
