Changing rugby's Eligiblity rules would have an overnight impact for the Pacific Island nations.

This immediate solution will go a long way towards addressing the wider issues that plague Pacific rugby. If the next generation can be inspired to play for the Pacific nations, such as happened in Rugby League, there will be even greater reason to push for a revenue share model that would see Pacific Island teams paid fairly for their games against Tier 1 nations.

Once the economics become more balanced, people will have a fair decision to make and won't have to choose between supporting their families financially and playing for the country of their heart.
