The Tombs of Amascut is an amazingly designed piece of content in that you don't need end-game stats or equipment to participate in it. It's more than possible to get entry mode completions at around 90 combat with base 70 stats and easily obtainable gear. This is a guide for your first time in the tombs, with that entry mode in mind.
