Frame Rate and Launcher fix for Fallout 4 on Steam Deck OLED!

🚨 IMPORTANT 🚨

SteamDeck=0 will crash the game when you bring up the keyboard. If you are starting a new character, create that character, type any console commands you'd like (ie. fov_85), save and quit, and then follow this tutorial. You can edit your graphics settings from there. From this point, if you remove SteamDeck=0, it will reset your graphics settings. I do not know how to have custom graphics settings and an accessible keyboard at the same time. Damn, Bethesda. I will report back if I find a solution. Thank you @jeffrogers1025 @stevesquick92
