How to import WooCommerce tax rates from Avalara

1. Download tax data from Avalara for only the states you need.
2. Put the Avalara csv's into 5 folders, each with equal amounts of csv's.
3. In Terminal, navigate to the each of these folders and run the 'cat *csv combined.csv' command on each folder.
4. Open the "combined.csv" files. In each file add a column to the left (it'll be the "Country Code" column) and populate that column's fields with "US".
5. Update the headers in each csv to be the same as the headers that WooCommerce requires. (Download the sample spreadsheet with headers at https://woocommerce.com/wp-content/up...)
6. Put a "1" in both the "Priority" and "Shipping" columns for each row.
7. Export as csv to a folder called, "Final csv Files".
8. Put the site in maintenance mode.
9. Click the "Delete Tax Rates" button at /wp-admin/admin.php?page=wc-status&tab=tools to delete all the existing tax rate data in WooCommerce
10. Import all the "Final csv Files" to WooCommerce via /wp-admin/admin.php?import=woocommerce_tax_rate_csv
11. Remove maintenance mode.
