From Net Metering to Gross Metering: Pakistan’s Solar Energy Revolution

In a big move for Pakistan’s solar energy sector, NEPRA (National Electric Power Regulatory Authority) has recommended a transition from Net Metering to the Gross Metering system. But what does this change mean for solar energy users across the country?

Net Metering:

Currently, in the Net Metering system, there is one meter that records both the energy you consume and the energy you send back to the grid. Solar users consume their own electricity, and any excess is sold to the national grid.

Gross Metering:

In the Gross Metering system, two separate meters will be installed — one for consumption and another for exported solar electricity. This means that the purchase and sale of electricity will be accounted for separately.

Under this new system, the government will buy solar electricity at a rate of 11.30 PKR per unit, while consumers will continue to pay the standard tariff for electricity taken from the grid.

However, for those already on Net Metering agreements, they will continue to sell their electricity at 22 PKR per unit until their 7-year contracts expire.

Why is this change happening?

The reason for this shift is the rapid rise of solarization across the country, which is leading to a decrease in grid electricity consumption. This reduction is affecting the revenue of distribution companies and the government's capacity payments, which are expected to reach nearly 1900 billion PKR this year.

Additionally, larger solar systems installed by wealthier individuals were benefiting more, placing a heavier burden on the average consumer.

This change is aimed at addressing these issues and creating a more sustainable and fair energy system.
