You can start the Striped Tonies side quest by speaking with Foreman Vlach at the Black Horse Tavern in Kuttenberg in the evening, following the completion of the Yackers 'n' Fash quest.

After chatting with him, he will invite you to join his group on the next in-game day. You can either rest or wait, then reconnect with them in the morning outside the Hoprink Church.
