Elephants Early Warning To Humans With InfraSound -- tsunami early detection

i have an idea about tsunami early detection, like through out our sea coastline from Gujarat, Maharashtra, Goa, Karnataka, Kerala, Tamilnadu, Andhra Pradesh, Orissa, West Bengal---- states about 6000kms sea coastline,( and also Pakistan, Srilanka, Bangalesh coastline)what is my ideas is that to maintain an animal herd centre, for every 100kms throughout the stretch of the sea coastline of our country
Each Animal Herd Centre to contains:
a) 6 Elephants (1/2dozen atleast) Elephants are most sensitive to ultra sonic sound, created by the tsunami wave, earthquakes, and behaves very strangely(erratically), when before earthquakes or Tsunami wave about to hit.
b) 10 to 15 Horses
c) Birds
d) Rabbits (are very sensitive to sound)
e) Dogs
these elephants and horse are very difficult to maintain by an ordinary person, because they cost a lot. And by the same time, that person who is with the animal cannot warn instantly to the authorities or to the people. But for government to maintain for this purpose, throughout the sea coastline, it is ease.
About 6000kms sea coast, for every 100kms one centre means, 60 centers to maintain, by the central government, the prime minister, cost each centre for a year is one crore rupees, it costs only 60 crores every year to Indian Government.
This 60 centres link up together with latest communication system(not by mobile or telephone), and from this centre, the persons who are in-charge, can see the strange behavior (erratic behavior) of the animal and within seconds warn, the whole system, like weather department of your country etc, to warn sea coast areas.
in 2004, Tsunami, in an YouTube video, somewhere, in Sri Lanka, elephants with the visitors on back of them, elephants ran to inside, away from sea shore, but if the same happens again, then they can warn early, will be allot to the government and the people, it can save allot of lives(even after property damage)
because Tsunami can happen again, in 2004, only 5%percent of the earths crest moved(near to Indonesian Sea floor) , with that just 5% that much damage is done. So there is another 95% still unstable and at any moment, even that can move(according to TV documentary)
So i believe, our prime minister, Mr. Naradra Modi ji, should take special interest, in this, Thank you.
