After a seven-year absence, a serial killer known as the 'Duct Tape Killer' resurfaces in the city of Los Santos. Detective Daniel Kennedy, haunted by the memories of discovering one of the killer's victims seven years prior, finds himself thrust back into the heart of the investigation.

Daniel must confront his own moral ambiguity, navigating a very personal case, where the ends may justify the means. With the city on edge and time running out, he races against the clock to stop the killer before he strikes again.
