"The brother of developer and pizza king Sal Lupoli on Monday agreed to pay $30,000 to settle allegations that he used a family company to funnel nearly $13,000 in illegal campaign contributions to 13 prominent elected officials in Lawrence, Haverhill, Andover, Lowell, and elsewhere at a time when Sal Lupoli was seeking approvals for sizable developments in each of the four municipalities....Another benefactor was Paul Salafia, former chairman of the Andover Board of Selectmen, who last year was accused of accepting contributions in exchange for supporting the zoning changes and other approvals Sal Lupoli needed to build a commercial, retail, and office project in the town."
