After a month of non-stop thinking (Playing games) I was able to devise a way to hurt tramplin stu to his state in the test level. All you need to do is fill him up with water until he pops.

This video only has his animation for getting hurt. If you want to see his death animation there are plenty of other Super Mario Sunshine videos of him being killed in the test level.
