Korea's ODA 2013: On-Set Interview with Enna Park, Director-General of Development Cooperation Bureau, MOFA

Amid the global economic downturn in recent years, Korea has constantly expanded the scope of its official development assistance, or ODA, becoming a new role model in development aid.

Not only that, Korea remains the only country to date to have transitioned from an aid recipient to aid donor... and from one of the poorest countries buried under the ashes of the Korean War in the mid-20th century to joining the OECD Development Assistance Committee.

So, what exactly is ODA and why is it so important to Korea?

Joining us live in the studio to give us some perspective... is Enna Park, Director-General of the Development Cooperation Bureau at Korea's Ministry of Foreign Affairs.

Good evening, Ms. Park. Thanks so much for coming to our studio this evening.

Glad to be here.

We understand that expanding Korea's ODA is one of the main agenda items for the Ministry of Foreign Affairs in 2013.

How did official development assistance climb up the ladder to become one of the Korean government key tasks?

development cooperation, which means assisting developing countries to eradicate and develop its economy is one of the key areas of Korean foreign policy.

Korean foreign policy covers various areas,

such as national security diplomacy,

contribution diplomacy to the peace and prosperity of the world,

cultural diplomacy

environment and climate change diplomacy

and public diplomacy to communicate with people in other countries

Development cooperation is a foreign policy goal itself and

at the same time, it is an effective tool to achieve other foreign policy goals

such as contribution diplomacy and friendly relationship promotion diplomacy and public diplomacy and other.

The reason why ODA(official development assistance) is particularly important to Korea

Korea has received ODA from other countries when we were in needs

from the moment of our liberation from the colonial rule

and especially during and after the Korean war.

Thanks to the effective use of ODA, Korea could accomplish its successful development.

Now its our turn to help other countries in difficult situation

government made a strong commitment to ODA saying we will continue to increase the volume of ODA and try to make our ODA more effective addressing the actual needs of partner countries, with a view to contributing to building Happy Global Community.

It is against this background that ODA is included as one of the Foreign Ministry's key policy objectives.

We did hear of reports that the government has earmarked two trillion won... that's nearly two billion U.S. dollars... for ODA projects this year.

That's a big chunk of the annual budget to put aside. Are you planning any new projects, in particular... or areas that your ministry plans to focus on?

Yes. We have.

Two trillion won equivalent to around 20 billion US dolloars, is still modest but not a small amount.

The government has a duty to be accountable to our own tax payers as well as to our partner countries and their people in spending this money.

The task is how to effectively use this budget in a way to make impact to the development benefiting the receiving countries base on our comparative advantages.

We think our comparative advantages to other traditional donors

are, among others, our own experience of development

and the aspiration of Korean people, especially young people, to assist others.

Based on these advantages, we are planning several priority programs.

First, we will expand KOICA's knowledge based program which is called DEEP program. DEEP stands for Development experience exchange program.

Providing consultations tailored to partner country's needs and particular situations while utilizing Korea's experience.

Second, we will focus on concreat programs we can make difference on the ground such as New village movement( in Korean).

As known, was a successful rural development strategy Korea executed in 70's and 80's. Of course Korean should be modified suitable to specific conditions of partner countries.

But Dissemination of "Can Do Spirit"of New village movement will make a real impact.

will also do several pilot PPP programs creating synergies with the private sectors such as private business and NGOs.

In this regard, we launched DAK

The scale or volume of Korea's ODA has been expanding over the years. How would you differentiate the Korean government's ODA program in the past and that of recent years?
