The MMDA had to chase down at least 4 tricycles during this operation. All of which drove against traffic (counterflowed) in an effort to evade capture.

When they were finally caught, the reason for them running was consistent.. no license and/or unregistered.

A couple of people recently asked why the MMDA are only impounding tricycles and motorcycles. I explained it has nothing to do with the type of vehicle but just the circumstances.

There are two types of violations, moving and non-moving.

An example of a non-moving violation would be illegal parking. If there's no driver, a ticket will be issued to the plate number. If the vehicle doesn't have a plate, which is often the case for tricycles and motorcycles, the only option is to tow it.

An example of a moving violation would be riding without helmet, coding or driving in slippers. For a moving violation, the driver must have a drivers license. If they don't have a license, the vehicle is impounded.

In my experience, there's a higher percentage of people driving motorcycles and tricycles who never got a license and therefore end up having their vehicles impounded.

When people claim the MMDA are "picking on" tricycle or motorcycle drivers, I remind them that the MMDA are only removing the bad ones. Those who shouldn't be on the road in the first place and who give a bad name to everyone who actually follows the law.

Of course the truth is, many of these impounded vehicles will find their way back on the road because the unlicensed driver will pay their penalties and then ask a friend who has a license to go get it out of the impound.

As for Balintawak Market, I didn't spend too much time covering this area because I'm not confident in those who've been assigned to look after this area. The TFSO will go there and enforce the law but when they leave, everything returns to normal. Even after this operation, I saw the assigned enforcer just standing there while a pile of cars started parking next to huge signs that say "NO PARKING, NO LOADING, NO UNLOADING, NO WAITING, ANY TIME".
