Itchy dogs need clean, de-thatched coats. Retained skin and fur are itchy. A hot wet washcloth and a slicker / furminator brush are all you need. Not even shampoo. Not that there's anything bad about shampoo. You go WITH the fur, the BACKWARDS with the brush, then a HOT wet washcloth then one last pass with the brush. The video provides an actual demonstration of all this.
