OPM has proposed new hiring rules when it comes to referring candidates to the hiring manager. The hiring rules have changes quite a bit in the past 30 years but the intent of these changes is to make the hiring process clear and quicker. One of this biggest complaints from job seekers and federal agencies, is that the hiring process take too long.
