And yes, they started relocating the informal settlers a long time ago. There are less than before but It takes time to find cities that are willing to take them in, give them land, build houses, setup livelihood programs and so on.

Manila City is obviously very appealing because it's relatively easy to squat and get free electricity and water. And of course anyone can set up a simple business on the sidewalk or road for a minimal daily fee.

I guess that's one reason why there's been a push to decentralize things from Metro Manila and try to provide better job opportunities in the provinces.

Of course informal settlers aren't the only source of garbage in the waterways. Just walk down any street and you'll see people casually throwing their trash on the floor. And if you stand in front of a busy market or vendor site, you'll see people purposely sweeping large amounts of garbage into the sewers.
